Terms and Conditions: Chinchilla News – 2015 Chinchilla News Christmas Lights Competition

By entering this competition, Contestants agree to be bound by these terms and conditions. Contestants must be over the age of 18 years to enter and must own or lease the premises or be duly authorised by the owner or lessor of the premises to enter the Competition. Premises must be located in the Chinchilla area to be eligible for judging and prizes. Contestants must be Australian residents to be eligible to enter.

The Promoter is Chinchilla Newspapers Pty Ltd, 12 Mayne Street, Chinchilla Qld 4413. ABN 35 010 727 983.

1. Method of Entry: To nominate your home (“premises”) for judging consideration in the 2015 Chinchilla News Christmas Lights Competition (the “Competition”), Contestants must collect the entry form published in the Chinchilla News between Friday December 4, 2015 and Friday December 18, 2015.  

The entry form must be original newsprint.

No photocopies, scanned images, web prints, reproductions or other falsified artwork will be accepted. 

The entry form must be fully completed and placed in an envelope marked Chinchilla News – 2015 Chinchilla News Christmas Lights Competition; then:

  1. Send to: PO Box 138, Chinchilla Qld 4413; or
  2. Deliver to: 12 Mayne Street, Chinchilla Qld 4413 (so it is received before the closing date/time).

Contestants may submit entry into more than one (1) class for each premises but any one contestant may only win one of the prizes.

2. Prizes:  Prizes may be awarded in the following categories at the judge’s discretion. Should the judges deem none of the Contestants’ premises to be of an acceptable standard, the judges may elect not to award a prize in a particular class or classes.

  1. Gift vouchers may be awarded in some categories. Gift vouchers may be subject to expiry dates and Terms and Conditions determined by the Gift voucher issuer.
  1. Prizes may be awarded in the following classes:

Best Residential home: First Place

One (1) $200 Mullins Hardware hamper (inclusive of GST); and

One (1) Meals Voucher for $33.00 redeemable at Domino’s Pizza Chinchilla (inclusive of GST);

Total retail value of prizes for this category is $233.00 (inclusive of GST).

Best Residential Home: Runner Up

Two (2) $50.00 Drakes IGA Chinchilla vouchers; and

One (1) Meals Voucher for $33.00 redeemable at Domino’s Pizza Chinchilla (inclusive of GST); and

One (1) Box of Cadbury Chocolates, retail value $15.00 (inclusive of GST).

Total retail value of prizes for this category is $148.00 (inclusive of GST).

Best Decorated Business: First Place

One (1) Meals Voucher for $50.00 redeemable at Domino’s Pizza Chinchilla (inclusive of GST); and

One (1) $50 Drakes IGA Chinchilla voucher (inclusive of GST).

One (1) Box of Cadbury Chocolates, retail value $15.00 (inclusive of GST).

Best Decorated Business: Runner Up

One (1) $50.00 Drakes IGA Chinchilla voucher (inclusive of GST); and

One (1) Meals Voucher for $33.00 redeemable at Domino’s Pizza Chinchilla (inclusive of GST); and

One (1) Box of Cadbury Chocolates, retail value $15.00 (inclusive of GST).

All prizes are valued inclusive of GST and the Promoter takes no responsibility for any variation in item values.  Any taxes which may be payable as a consequence of a winner receiving the prize are the sole responsibility of that winner.  Prizes are non-transferable and may not be redeemed for cash.  If the specified prize becomes unavailable due to unforeseen circumstances, the Promoter may substitute a prize of similar nature and/or like or greater value.

3. Competition duration:  Competition commences Friday December 4, 2015 and closes at 5:00pm (AEST) on Friday December 18, 2015 (closing date/time). Entries received after the closing date/time will be deemed as invalid and will not be entered into the competition.

4. Eligibility limitations: The following persons are ineligible to enter:

(I) Employees of, or contractors to, the Promoter as far as they are directly associated with this competition;

(ii) The spouse, de facto spouse, parent, natural or adopted child, and sibling (whether natural or adopted by a parent), of such employees and contractors (whether or not they live in the same household);

iii) Contestants who have used or attempted to use any more than one name in order to qualify to win any contest run by the Promoter except in the case of a legal change of name.

All Contestants acknowledge that even if the Promoter only learns of a person’s ineligibility after the Promoter has appeared to award the prize to the ineligible person, it may require the return of the prize or payment of its value to the Promoter to be dealt with as an unclaimed prize.

5. Judging: Contestants are requested to grant the judges access to their property for outside viewing of the premises only on Monday December 21 between the hours of 7:00pm and 9:00pm (AEST) (inclusive).

The judging team (Chinchilla News, Mullins Hardware, Domino’s Pizza Chinchilla and Drakes IGA Chinchilla) will commence judging and may arrive at a Contestant’s premises on Monday December 21, 2015 between 7:00pm and 9:00pm for judging (weather permitting). Access to a Contestant’s property may be required to view the display sufficiently to judge fairly.

6. Draw and notification:  Winners in each category will be scored by the judging team and winners selected on Monday December 21, 2015 after judging has been concluded. Winners will be contacted by telephone Tuesday December 22, 2015.  Judges decision is final and no correspondence will be entered into.  The winners’ details will be published in the Chinchilla News on Thursday December 24, 2015.  All Contestants acknowledge that the Promoter has the right to publicise and publish his/her name, character and likeness.  All contest winners must avail themselves for a photo if required by the Promoter and acknowledge that the Promoter has the right to utilise publicity photos in any reasonable manner it sees fit without compensation to the Contestant.

7. Prize collection:  Prizes must be claimed in person from the Chinchilla News office unless winner is otherwise advised and Government issued photo ID is required. Any winner must complete a release form to confirm release and collection of their prize. It is the sole responsibility of the prize winners to collect their prizes. If the prizes remains unclaimed after 90 days of notification, the prize will be awarded to the next best house/business as scored by judges at original judging on Monday December 21, 2015 in each category. The redraw will occur at Chinchilla News and the redraw winner/s will be contacted directly on the telephone number/s provided.

8. Promoter's limitation of liability:  The Promoter will not be liable for or indemnify you against or respond to any claims made for damage or injury suffered by you or a third party while participating in the 2015 Chinchilla News Christmas Lights Competition (“the Competition”). Participants should take their own advice in regards to their insurance position but it is recommended that all participants notify their own insurer of their intention to participate in the competition and request that their insurer confirm that it will respond under their policy to any claim made for damage or injury suffered by a third party while participating in the competition. To the extent permitted by law, the Promoter is not liable for any loss suffered or sustained by any person and including, but not limited to consequential (including economic) loss by reason of any act or omission, deliberate or negligent, by the Promoter, or its servants or agents, in connection with the arrangement for supply, or the supply, of any goods or services by any person to the prize winner(s) and, where applicable, to any persons accompanying the winners. The Promoter is not responsible for the loss of prizes due to incorrect or imprecise delivery details provided by a winner.  The Promoter also takes no responsibility for prizes lost or stolen after they have been released for delivery via postage or courier.  The Promoter makes no representations or warranties as to the quality/suitability/merchantability of any of the goods/services offered as prizes. 

9. Entries and privacy:  All entries become and remain the property of the Promoter and its related parties, subject to the limits contained in the Privacy Statement and as set out in these terms and conditions. The Promoter and its related parties, also collect personal information in order to conduct the Promotion and may use and disclose such information in accordance with its privacy policy www.apnarm.com.au/privacy, including to sending ongoing information and promotional material about opportunities, services and products (relating to our business or a third party business) in which the Promoter believes you may be interested. To facilitate your participation, the Promoter may disclose your personal information to other companies associated with this promotion.

Health and Safety tips

The following information should be deemed to be helpful hints only and should not replace the advice of qualified electrical contractors or an Authorised Energy Supplier.

  • Use a circuit protected by a safety switch installed in your main switchboard, or use a portable safety switch for all festive lighting.
  • Purchase festive lighting that meets Australian standards.
  • Read instructions before using festive lighting and ensure the lights are suitable for their specific use either indoor or outdoor. Ensure that electrical equipment is not exposed to weather or mechanical damage and this is of a type suitable for the location i.e. indoor or outdoor.
  • Supervise children around festive lights at all times.
  • Use power boards fitted with overload protection, not double adapters and do not piggy back plugs if installing multiple sets of lights. Ensure electrical circuits are not overloaded. Electrical equipment should only be used in accordance with manufacturer’s specifications.
  • Turn off festive lighting when going out, going to bed, replacing light bulbs or when it is raining.
  • Use only ready-made cords or have them made by a licenced electrician.
  • Don’t attempt to do your own electrical work. Always have a licenced contractor do any electrical work. Christmas lights and electrical circuitry must be installed in a safe manner. Contact your local authorised electrical contractor for further advice.
  • Always look out for overhead power lines – keep yourself and your lights well clear and at least 3 metres away.
  • Ensure smoke detectors are installed in your home and are in good working order.


  • For all insurance information, requirements, allowances, exclusions etc., on your individual policy, where Christmas lighting is being used, please consult your Insurance Company for advice before proceeding with Christmas Lights.

 Extension Leads

  • Use only leads purchased from suitable suppliers and have these checked by a qualified electrician at regular intervals.
  • Do not use leads that have damaged insulation or exposed wires.
  • Do not expose joints in extension leads, or where articles plug into extension leads, to the weather.
  • Extension leads should not be left lying on the ground.
  • Extension leads should be fully unwound from storage drums and the like.


  • Use only to the Manufacturer’s specifications and do not expose them to the weather.

Hot Objects:

  • Ensure that hot objects such as lamps, transformers etc. are kept well away from flammable material.


  • Do not overload electrical equipment.

Fuse Wire:

  • Do not repair blown fuses by installing bigger fuse wire.

Power Points:

  • Cracked or damaged PowerPoints should not be used.


  • Always wear shoes with good quality insulation (plastic or rubber) soles. Thongs are not suitable.
